European Central Bank (ECB)

The European Central Bank (ECB) is responsible for euro-area monetary policy, implemented within the Eurosystem. Its Governing Council sets key rates and other measures to pursue price stability. Statements and press conferences can affect EUR, but a rate decision does not guarantee a particular exchange-rate response.

Illustrative example

How does it work in practice?

In a hypothetical decision, the ECB cuts its deposit facility rate from 3% to 2.75%. That is 25 basis points; a trader also checks the explanation and prior expectations before assessing the possible EUR response.

A case to work through

Decision and implementation

In a hypothetical account, the Governing Council decides policy and a national central bank implements a Eurosystem operation.

  1. Identify the body responsible for the decision.
  2. Separate the implementation location from common policy coverage.

What follows? Do not infer a separate national rate from the operation's location.

Example boundary: The euro area and the entire EU are different scopes.

A useful distinction

European Central Bank (ECB) / Federal Reserve (Fed)

The ECB acts for the euro area; the Fed is the US central bank.

Check your understanding

Separate a common policy decision from national implementation.

Does national implementation imply a separate euro policy rate for that country?
